LLOYD BEATRICE D. SPENCER DEATHS KENTUCKY RETIREMENT SYSTEMS By ROGER ALFORD The Associated Press State Auditor Crit Luallen called Tuesday for stronger oversight by the Kentucky Retirement of trustees in the management of nearly $13 billion in investments. Luallen released a review of the state government retirement systems that included 92 recommendations for improving oversight of investments on behalf of about 330,000 government employees and retirees. The board of trustees requested the audit after questions were raised about how some financial middlemen, known as placement agents, were selected. Luallen said the review found no wrongdoing.

But she said some information regarding the agents will be turned over to the U.S. Securities and Exchange Commission to determine if further investigation is needed. on the information they reviewed, auditors saw no evidence of a to involving placement agents, as has been found in other states, or of conflicts of interest that benefited KRS Luallen said. is there evidence that KRS incurred any additional cost through the use of placement agents. However, the audit points to several troubling aspects regarding the use of placement agents and the report will be referred to the U.S.

Securities and Exchange KRS Chairwoman Jennifer Elliott said the board of trustees disagree with anything found in the review, and has already begun implementing the recommendations. Luallen said the review found that one placement agent had an unusually close working relationship with the former KRS chief investment officer and received a high percentage of the investment contracts. That agent participated in seven of the 13 investment agreements in which placement agents were used, more than all the other agents combined, and made a significant amount in fees as a result. followed up every issue that was raised and could not substantiate any specific evidence of Luallen said. there were instances where the board could improve accountability, transparency and Although the purpose of this audit was not to examine financial statements or investment performance, the review released at a Tuesday morning news conference included a detailed background section on the financial viability of KRS.

overarching concern I want to emphasize is that the long-term viability of this retirement system has been dramatically impacted by the consistent underfunding of its employer contributions since Luallen said. is absolutely critical that future governors and legislatures honor the commitment in the 2008 pension reform legislation to continue to increase the employer contribution over the next 15 years to fully fund the retirement Gov. Steve Beshear sent a letter in August 2010 to former KRS Board Chairman Randy Overstreet suggesting an audit be conducted. The KRS board then voted to request that the state auditor conduct a review. The SEC opened an into KRS on Sept.

9. That inquiry was described in a letter by an SEC staff attorney as a fact-finding which not be construed as an indication that any violation of law has Beshear said in a statement Tuesday that pleased the audit found the retirement fund investments to be secure. am encouraged that the new board chair has already agreed with the findings and has begun implementing many of the he said. ultimate objective for the system continues to be the protection and satisfactory growth of the funds for the benefit of hundreds of thousands of current and retired public State auditor suggests 92 changes Rescued polar bear cub arrives at Louisville Zoo LOUISVILLE (AP) Apolar bear cub abandoned by her mother in Alaska has arrived at a Kentucky zoo, her new home.
